Some more o3tl::starts/ends_with overloads
...including ones with a rest out parameter, modeled after their O(U)String counterparts and not present in any C++ standard (so intended to stay in o3tl, even when the C++20 wrappers are eventually removed again). Plus test code. These additional overloads will be used in forthcoming commits changing more places to use std string_view.
