tdf#158914 sc a11y: Send TEXT_CHANGED event when text changes

had made sending a `AccessibleEventId::VALUE_CHANGED` event
conditional on the cell having a *numerical* value.

Assigning the new string to `m_strCurCellValue`
should always happen independent of this, though,
as this is the string value, not the numerical
value.
