tdf#129497 updating help pages for paragraph dialog tabs
This patch focuses on the paragraph dialog (but many of the
tabs are also used in the paragraph style dialog, which was
the focus of the bug report).
- add help about reset button
all tabs, except Borders and Area
- Alignment tab
+ fix heading structure
+ correct labels
+ remove unnecessary conditions for Draw and Impress
- correct label in Tabs tab
- correct label in Drop Caps tab
- add access commands for Paragraph to Transparency help
