GSoC possibility to change icon size in the SidebarToolBox
+ Added registy entry to store icon size
+ Added UI to change settings: Tools -> Options... -> View
+ Loading last settings in the SidebarToolBox
+ Settings update listener
Update icon code from: framework/source/uielement/toolbarmanager.cxx
